Scholars have slightly different views. In the Hanafi school, it is Wajib (obligatory) for every adult Muslim who has the means. These are sealed in airtight packs that don't need a fridge or a kitchen. They stay fresh for 1.5 years and are ready to eat the moment they reach a family in Gaza.
